This September, SDPPI issued a new regulation called PERMEN KOMINFO NO 5 OF 2024, which concerns about test laboratories recognition for the purpose of Telecommunication Equipment and/or Telecommunication Devices Certification. As follow up for this, another official announcement was issued last October 29th, 2024, concerning about Testing Labs Re-registration timeline for “Already-Recognized” Foreign Laboratories.
As we know, it’s explained on PERMEN KOMINFO NO 5 OF 2024 that there are two mechanism of foreign labs recognition in SDPPI. The first is through Mutual Recognition Agreement (MRA), while the second is though Non-Mutual Recognition Agreement (Non-MRA). What will be discussed further in this announcement is the second mechanism, which is non-MRA recognition process.
Current applicable regulation for non-MRA recognition mechanism is Decree of the Director General of SDPPI No. 109 of 2024. This decree started to be valid from April 1st, 2024, and will end on December 31st, 2024. Under this decree, there are 37 foreign laboratories are recognized for Mobile Phone, Handheld Computer, and Tablet (HKT) product certification, and 105 foreign laboratories are determined for non-HKT product certification. In total, there are 107 foreign laboratories are recognized by SDPPI, with some labs are determined for both HKT and non HKT products.

With the issuance of PERMEN KOMINFO NO 5 OF 2024 last September, SDPPI has informed that re-registration process for these 107 testing labs has opened since October 16th, 2024, and this process has closed on November 1st, 2024. Before the closing time, SDPPI has sent circular letters to each laboratory representatives. In this circular letter, there was a list of required documents as well as a link to upload these required documents for re-registration process. The document upload process was also closed this November 1st, 2024.
Then, what’s next on these recognized labs re-registration timeline? After documents are submitted by the labs, there will be an evaluation and clarification process that will be carried out via zoom (if necessary). This process is scheduled for November 2 until November 30, 2024.
And then, after evaluation and clarification ends, a final assessment will be issued within November 15th – November 30, 2024. As the result of this process, new Ministerial Decree regarding the determination/recognition of the Foreign Testing Labs is planned to be issued on December 15, 2024. This decree will be valid for one year, from January 1, 2025, to December 31, 2026.
After this validity period of new determination for the purpose of Telecommunication Equipment and/or Devices Certification ends (from January 1, 2027, onwards), SDPPI will only recognize foreign laboratories through Mutual Recognition Agreement mechanism.
