Implementation of 2025 KBLI

Starting from June 18th, 2026, Indonesian authority implements the new KBLI called “2025 KBLI”. For those who’s not familiar with KBLI yet, KBLI stands for “Indonesian Standard Classification of Business Fields”. This is the official coding system issued by the Central Bureau of Statistics (BPS) to categorize the types of economic activities or business sectors in Indonesia. Then, why does the new KBLI use “2025” in its name?

“2025” is identifier to identify that the new version of KBLI was issued in 2025. Before 2025 KBLI, there were several other KBLI lists such as 2020 KBLI, 2015 KBLI, 2009 KBLI, and some other earlier versions. These KBLI is continuously being updated by the authority to adjust its relevancy with the current business atmosphere in Indonesia. And the new 2025 KBLI is expected to be more relevant for current business that’s oriented to the development of technology, sustainable industry, and digital economy.

As mentioned earlier, KBLI describes the business classification run by a company. Every company that’s registered in Indonesia has their own KBLI list in their NIB (Business Identification Number) database, which is stored inside “One Single Submission (OSS)” and “Online General Legal Administration (AHU Online)” websites. This list is arranged according to the type of business activity that the company runs. If a company wants to add a new business scope, they need to add new KBLI which is relevant to this new scope.

With the implementation of 2025 KBLI, every company is mandatory to convert their old KBLI list to 2025 KBLI. If a company is identified to use the previous KBLI list such as KBLI list from 2017 or 2020, then this company cannot create new Business License (PB-UMKU) before converting their KBLI to the new 2025 list. Then, how KBLI can be updated or converted to the new 2025 version? The procedure to convert old KBLI to 2025 KBLI is explained in this official announcement posted by OSS. However, we strongly suggest you consult with the notary or legal department of your company because this process may involve some changes in the company legal data and documents.

Implementation of 2025 KBLI and Its Impact on DJID certification Process

Application submission of DJID certification process relies on business license (PB-UMKU), which is created under one specific KBLI. This certificate application can be submitted after a specific PB-UMKU for telecommunication device certification is created under one KBLI that’s related to the business scope where the product will be utilized/used into. After PB-UMKU is created, it will be used as a submission ticket/token to create a slot in DJID website, where the application can be submitted. If the KBLI is still not updated to 2025 KBLI, applicant cannot create PB-UMKU. Without creating PB-UMKU, there will be no submission slot. No submission slot means that DJID application cannot be proceeded.

Then, what should we do as manufacturer, distributor, or importer of telecommunication products? If you are a foreign manufacturer who’s still in the middle of DJID certification process, you may suggest your local importer/distributor who’s appointed as the certificate holder to check their KBLI, whether it has been converted to 2025 version or not. If not, we can suggest them updating their KBLI to the new 2025 version.

If you’re distributor or importer who’s still in the middle of DJID certification process, you need to contact your notary or legal department as soon as possible, ask them to check and update your KBLI to the new 2025 version. Updating KBLI to the current list as soon as possible will clear the blocking point in the certification process. It surely can expedite DJID certification process.
