On Wednesday, April 24th 2019, new regulation from Directorate General of Post and Informatics (SDPPI) was publicly announced. This regulation with series number “KEPDIRJEN POSTEL No. 138 Year 2019” mainly concerns about International Test Laboratory Recognition for Cellular Phone, Handheld Computer, and Tablet Computer.
There are 4 important chapters from this new regulation. These chapters are:
The first chapter is to state that SDPPI has recognized international laboratories for cellular phone, handheld computer, and tablet computer products.
Which means applicant who will apply SDPPI certification for cellular phone, handheld computer, and tablet computer products, doesn’t have to do local test. But, they can do the test in one of these recognized international laboratories.
List of recognized laboratories by SDPPI can be found on the first attachment of KEPDIRJEN POSTEL No. 138 Year 2019.
Test report issued by recognized international laboratories can be used to fulfill the requirements of SDPPI certification application for handheld computer, cellular phone, and tablet computer. In other words, test report from these laboratories can be used to do paperwork application for handheld computer, cellular phone, and tablet computer.
International Laboratories recognition in this regulation is done based on criteria:
A. Laboratory has capacity to do testing on telecommunication device based on technical requirement stated by Indonesia.
B. Has laboratory accreditation certificate based on ISO/IEC 17025; and
C. Registered as member of Global Certification Forum (GCF) an/or Cellular Telecommunication and Internet Association (CTIA).
This policy is valid for 6 months started from the day of its application (April 15th 2019). For your reference, below is the copy of this regulation.
However, this regulation caused confusion because the second chapter of only states that test report from recognized international laboratories can be used to do paperwork for handheld computer, cellular phone, and tablet computer. But, it doesn’t specifically state whether or not the test report from recognized laboratories are also acceptable to do paperwork for other kinds of devices.
Therefore, to clear things up, today, April 26th 2019, SDPPI issued official announcement with series number 394/DJSDPPI/SP.04.09/04/2019.
Through this official announcement, SDPPI emphasizes that test reports from recognized international Laboratories are only acceptable for mobile phone, handheld computer, and tablet. In other words, other devices that don’t fall into that classification have to do local test in order to obtain SDPPI certification.
