Indonesia Allows Paperwork for Ethernet Network Telecommunication Device

Another new technical regulation was issued by Directorate General of Post and Telecommunication of the Republic of Indonesia [SDPPI] this January 2022. This new technical standard is called “KEPMEN KOMINFO Nomor 60 of 2022”, or Decree of The Minister of Communication and Information Republic of Indonesia, Number 60 The Year 2022. This new regulation specifically regulates the Technical Standards of Ethernet Network Telecommunication Device.

What is Ethernet Network Telecommunication Device

Based on the new KEPMEN KOMINFO NO 60 OF 2022, Ethernet Network Telecommunication Device is defined as “A device that has 2 (two) or more Ethernet type interfaces in accordance to the IEEE 802.3 standard and functions to connect 2 (two) or more devices on the network through that interface.” For example, devices that fall into this category are Router, Wireless Router, Firewall, etc. Below is the configuration example for the better understanding about Ethernet Network Telecommunication Device.

Impacts of the Application of New KEPMEN KOMINFO NO 60 OF 2022 Regulation

The application of this new regulation is quite significant especially for certification process of Ethernet Network Devices in Indonesia. In the past, this kind of telecommunication device is mandatory to do functional testing in local laboratories based on local standard PERMEN KOMINFO NO 10 Tahun 2019. Purpose of functional test is to check some functional parameters such as routing protocols, interface, addressing system, etc.

Functional test couldn’t be skipped because this kind of testing is only applicable in Indonesia, and there is no international standard which equal or similar to PERMEN KOMINFO NO 10 Tahun 2019. Therefore, local test was Ethernet-Network Device was mandatory to obtain functional test report.

But now, with the issuance of new KEPMEN KOMINFO NO 60 OF 2022, Ethernet Network Telecommunication Device can apply SDPPI certification by doing paperwork. Functional test report that was only obtainable by doing local functional test can be replaced by making Declaration of Conformity to IEEE standards 802.3. This self-declaration should be signed by applicant, and the purpose is to declare that the product has complied with the IEEE 802.3.

In other words, required test reports to apply SDPPI certification for Ethernet Network Telecommunication Device are:

1. Electromagnetic Compatibility (EMC) Test Report Based on CISPR 32 Standard
2. Electrical Safety Test Report Based on IEC 60950-1 or IEC 62368-1 Standard
3. Laser Safety Test Report Based on IEC 60825 Standard
4. Interface Test Report

Note:

• Laser Safety Test Report Based on IEC 60825 is only required if the product has optical interface
• If the product using Ethernet Interface based on IEEE 802.3, then interface test report (point number 4) can be skipped by providing Declaration of Conformity to IEEE standards 802.3 for ethernet interface requirements.
• And if there’s other type of interface for example Cellular or other Radio Frequency interface, we need to submit test report of this interface. This report can be a report from local lab with local standard, or from SDPPI-recognized international lab with international standard which is equal to applied local standard.
