Dear Valued Customers and Friends. Hope this announcement finds you well. We’re writing here to inform you that on January 15th, 2025, Directorate General of Digital Infrastructure or DJID (Formerly SDPPI) issued a new regulation called KEPMEN KOMDIGI NO 13 TAHUN 2025. This new regulation is aimed to replace the previous KEPDIRJEN SDPPI NO 109 TAHUN 2023 that was expired on December 31st, 2024.

Regarding the topic, KEPMEN KOMDIGI NO 13 TAHUN 2025 specifically talks about the Determination of Foreign Testing Labs for the Purpose of Telecommunications Tools and/or telecommunication Devices” certification. One point to note from this regulation is the validity period. Although this regulation was issued on January 15th, 2025, the validity period is ranging from January 1st, 2025, until December 31st, 2026. This means that the test reports issue by laboratories listed in this regulation will be accepted by DJID to do paperwork application within the next two years, from the beginning of 2025 to December 31st,2026.

Furthermore, in the new KEPMEN KOMDIGI NO 13 TAHUN 2025, the list of recognized foreign test labs can be found in page 7 – 37. Besides the lab name and address, within the table it’s also listed the type of telecommunication device and testing scope coverage of each Lab. If the lab has “HKT” information in the “Jenis Alat Telekomunikasi dan/atau Perangkat Telekomunikasi” column, this means that DJID accepts test reports from this lab to do paperwork application for “Mobile Phone, Handheld Computer, and Tablet”. And if the lab has “non-HKT” information there, it means that DJID accepts test reports from this lab to do product certification for devices besides “Mobile Phone, Handheld Computer, and Tablet”. Having two product types within the scope means that test reports from the lab can be accepted to do certification for both types of products.

And also, you may pay attention on the “Testing Scope” Column. There, we can see there are three kinds of test report from the lab that are accepted by SDPPI. These are: Radio Frequency (RF), Electromagnetic Compatibility (EMC), and Electrical Safety (CB safety). From this list, there are two type of test report missing: Laser Safety and Specific Absorbtion Rate (SAR) reports. For these two types of reports, currently the accreditations are only assigned to local labs. This means, devices that have optical interface that are mandatory to do laser safety testing, as well as Tablet and Mobile Phone that are mandatory to do SAR test, are only allowed to do both tests in the local lab.

Moving on to the regulation, to get you more specific information about this, herewith we attached the original copy of KEPMEN KOMDIGI NO 13 TAHUN 2025.
