Last December 2024, the Directorate General of Digital Infrastructure or DJID (formerly SDPPI) issued a regulation draft concerning about the amendment of the regulation of “Minister of Communication and Informatics Number 2 of 2023 about the Use of Radio Frequency Spectrum Based on Class Permit”. This regulation draft was issued to the public for the purpose of public consultation. And now, after around 2 months after the issuance of the regulation draft, the final version of this regulation is finally issued. This new regulation is called “Peraturan Menteri Komunikasi dan Digital Nomor 2 Tahun 2025”, or PERMEN KOMDIGI NO 02 TAHUN 2025.
PERMEN KOMDIGI NO 2 TAHUN 2025: Radio Frequency Spectrum Based on Class Permit
As mentioned earlier, the new PERMEN KOMDIGI NO 2 TAHUN 2025 mainly talks about the Amendment to the “Regulation of Minister of Communication and Informatics Number 2 Of 2023 which Concerns about the Use of Radio Frequency Spectrum Based on Class Permit”. Many people still don’t know what is “class permit”, and why does it matter in the telecommunication sector.

As explained in many of our previous articles, “Class Permit” is the classification used by a series of radio frequency spectrum which are free to use in Indonesia. This means that to use the radio frequency spectrum within this classification, service provider doesn’t have to buy the frequency license or ISR. By using the radio frequency spectrum within this classification, it can minimize the budget required to be service provider, especially because they don’t have to buy the frequency license.
However, although the radio frequency spectrum within class permit is free to use, the product that will use frequency spectrum must meet the applicable technical standard set in Indonesia. And this can be proven by obtaining the compliance certificate called DJID certificate or previously known as “SDPPI certificate”.
What’s Covered Under Class Permit?
In Indonesia, radio frequency spectrum covered by class permit was regulated by PERMEN KOMINFO NO 2 TAHUN 2023. And then, this regulation is updated by PERMEN KOMDIGI NO 2 TAHUN 2025 which was just issued on February 7th, 2025. In this new regulation, radio frequency spectrums covered under class permit are divided into several classifications below:
- Radio Local Area Network (RLAN)
- Low Power Wide Area Network (LPWAN)
- Short Range Device (SRD)
- International Mobile Telecommunications/IMT Based on Class Permit
- Private Mobile Radio (PMR)
Please be noted that PERMEN KOMDIGI NO 2 TAHUN 2025 only lists the radio frequency spectrums that can operate based on class permit. While more details information about technical requirements, will be explained on the technical regulation of each technology classification. What’s New in the PERMEN KOMINFO NO 2 TAHUN 2023?
If we compare the radio frequency spectrum allocation on the previous PERMEN KOMINFO NO 2 TAHUN 2023 to the new PERMEN KOMDIGI NO 2 TAHUN 2025, we will notice some additional frequency ranges, which are:
- RLAN: 5925 – 6425 MHz with maximum bandwidth for each channel 320 MHz
- SRD:
- 315 – 405 kHz
- 1700 – 1800 kHz
- 6765 – 6795 kHz
- 5925 – 6425 MHz
With more frequency ranges added, it means that users and manufacturers have more freedom to use which frequency allocations that suites their needs. Lastly, regarding the enforcement date, it is explained on article II of this regulation that PERMEN KOMDIGI NO 2 TAHUN 2025 will be enforced on the date of its promulgation, which is February 7th, 2025.
