We bet a lot of existing local applicant companies or even foreign manufacturers and foreign agencies have been questioning about this institution change, will it impact to the ongoing certification process and the issued certificates before.
In this writing, I will explain it is background, impacts, and conclusion with this government institution name change.
Background of its name change
Directorate General SDPPI is one of the main unit division in the Ministry of Communication and Informatics/KOMINFO. Its main task is to manage, supervise, and control the radio spectrum frequency resources and the telecommunication devices.
They take the important role to manage the radio frequency spectrum allocation for many purposes such as telecommunication, broadcasting, navigation and etc. It also ensures the controlling of the telecommunication devices usage in order to keep them comply with the standards that they create in many regulations which take references from the international standards and local allocation requirements.
We should be thankful for this government institution for their dedication until this time to make sure every telecommunication device we are using now can work and function safely without interfering the others.
In October 2024, Indonesia inaugurated Mr. Prabowo Subianto as the new Republic of Indonesia’s president and he also issued the new President Decree Number 140 year 2024 https://jdih.kemenkeu.go.id/dok/perpres-140-tahun-2024 regarding the new ministerial arrangement that includes KOMINFO’s ministerial organization name change to KOMDIGI (KEMENTERIAN KOMUNIKASI DAN DIGITAL/Ministry of Communication and Digitals).
KOMDIGI also rearrange its organization structure and functions that is totally different with the previous ones we had. This new organization structure is regulated in the Ministerial Regulation number 1 year 2025 issued in January 10, 2025 https://jdih.komdigi.go.id/produk_hukum/view/id/948/t/peraturan+menteri+komunikasi+dan+digital+nomor+1+tahun+2025 that explains the detail of new structural organization in KOMDIGI.
The new directorate general which takes the same functions and responsibilities as SDPPI previously now changed its name to Directorate General Digital Infrastructure (Indonesian abbreviation is DJID).
Impact to the ongoing certification process and the issued certificates
We should be proud to our government work. At first, we thought is institution name change would cause many issues and chaotic situation in the certification process. But in fact, this transition went very smooth and we didn’t really feel that there was a huge change in the organization. All ongoing works are still being processed and their officers still give us their best services.
However, there is some slight change we can see in the certificate numbering from DJID. Previously the certificate number format is 12345/SDPPI/20XX. Starting January 20, 2025. The certificate number format changed to 12345/DJID/20XX.
In regards of existing technical regulations which were issued under previous Directorate General and Minister for specific radio frequency allocations, these are still valid and can be used under the new DJID. Yet, we also heard that there will be some new regulations will be issued under the new Directorate General name.
All existing procedures for applying telecommunication device certification process are still the same without any differences so far. In fact, we also heard that the new Directorate General has its new officers. But still, they give the same quality of service.
In regards the issued certificates, we also don’t have to be worried about anything. These certificates are still valid as they are. We do not need to apply anything related to the Ministerial and Directorate General name changes.
Conclusion
It has been a month since Directorate General name change and we believe there will be some new updates in the regulation that will come forward. We have already been informed for some regulation draft yet to be issued that we have to be aware and prepare.
We really hope this new Directorate General Digital Infrastructure could bear its function and responsibilities in managing and controlling the radio frequency spectrum resources and the telecommunication devices in this country.
We also hope DJID could be the first pilar for national information and communication technology improvement that leads our nation’s economical growth from the communication and digital sector. And also, DJID could be the role model to the other government institutions.
