As we know, legal basis of paperwork practice for HKT product that consists of mobile phone, handheld computer, and tablet, is SDPPI regulation number 138 of 2019. This regulation was issued back on April 15th 2019, allowing test reports issued by International Testing Laboratories under SDPPI recognition to be used as reference in doing SDPPI certification for HKT product.
However, article four of SDPPI regulation number 138 of 2019 states that this regulation is only valid for 6 months starting from the issuance date. This means that on October 15th 2019, the regulation should be expired and not valid anymore. So, considering current situation, SDPPI has decided to extend paperwork acceptance for HKT product by issuing SDPPI regulation number 183 of 2019.
This regulation was issued on October 15th 2019 and announced through SDPPI official announcement. Just like the previous number 138, this regulation concerns about “International Test Laboratory Recognition for HKT (Cellular Phone, Handheld Computer, and Tablet Computer). As stated on the regulation, SDPPI decided to give recognition to 40 international laboratories. Yes, only 40 Laboratories. Apparently, the list has been shrunk down from the previous list that has 121 Laboratories. So, only test report from these 40 laboratories can be used to do paperwork for HKT.
Some considerations to accept these 40 labs are because the labs:
- Have the ability of performing testing on telecommunication tools and equipment based on the technical standard applied in Indonesia.
- Have accreditation certificate as testing lab based on ISO 17025, and
- Are registered as member of Global Certification Forum (GCF) and/or Cellular Telecommunication and Internet Association (CTIA)
Moreover, in order to verify validity of test report submitted, each of these 40 labs needs to appoint a contact person by providing contact person name, phone number, and email address. So, whenever SDPPI needs to verify the report, they can contact the contact person directly.
Lastly, this regulation will be valid for 6 months starting from its issuance date. This means that the expiry date of SDPPI regulation number 183 of 2019 is on April 15th 2020.
