Class Permit is a term used to define the classification of a series of radio frequency spectrum which is free to use in Indonesia. By “free to use”, it means that to use this radio frequency, service providers as well as users don’t need to obtain Radio Broadcasting Permit or locally known as “ISR”.

However, the products that utilize the frequency spectrum under class permit still have to be standardized by the authority. Standardization can be proven by obtaining telecommunication product certification from the Directorate of Standardization of Postal Equipment and Information Technology (SDPPI). This certification is a legal proof that the device has complied to the applied technical requirements. So, it is safe to be used within the territory of the Republic of Indonesia.

Regulation of Radio Frequency Spectrum Use Under the Class Permit

In Indonesia, the use of radio frequency spectrum under Class Permit has been regulated by the existing regulation called PERMEN KOMINFO NO 2 TAHUN 2023. In this regulation, it’s been specified that the radio frequency spectrum covered by class permit are classified into several types of technologies namely, Radio Local Area Network (RLAN), Low Power Wide Area Network (LPWAN), Short Range Device (SRD), International Mobile Telecommunications based on Class permits, and Private Mobile Radio (PMR). And specifically for SRD, it’s still divided into several types of following technologies:

  1. Bluetooth IEEE 802.15.1;
  2. Near Fields Communications (NFC);
  3. Radio frequency Identification (RFIDs);
  4. Ultra-wide bands (UWB);
  5. Low-Rate Wireless Personal Area Network IEEE 802.15.4;
  6. Cordless telephone;
  7. Wireless Power Transmission (WPT);
  8. Intelligent Transport System – ITS;
  9. Telecommunications Tools and/or Equipment with Transmit Power lower than 10 m; And
  10. Other SRD.

Because the technologies above are constantly evolving, there must be updates to the original class permit regulation. Therefore, on December 17th, 2024, Ministry of Communication and Digital Affairs has issued a press release Number 91/HM-KKD/12/2024 related to the issuance of regulation draft which concerns about “the amendment to the regulation of the minister of communication and informatics number 2 year of 2023, concerning the use of radio frequency spectrum based on class permit“. This regulation draft was released for public consultation that was opened from December 17th – 21st, 2024.

Some Updates in the New Class Permit Regulation Draft

To put us into context, the background of issuing new regulation draft of class permit is related to the other two regulation drafts that were released to the public just recently. Yes, we’re talking about the technical regulation draft of Wireless Power Transmission (WPT) and Indonesian Radio Local Area Network (RLAN).

As we know, both technologies are operating within the frequency spectrum under the class permit. Therefore, to accommodate the additional frequency allocation in the upcoming WPT and RLAN regulation, the government needs to add more allocations to the existing Class Permit regulation.

Here are two substantial amendments from the radio frequency use based on class permit:

  1. Addition of radio frequency bands:
    • 5925-6425 MHz for the utilization of Radio Local Area Network (RLAN) telecommunication equipment/devices with the latest IEEE 802.11 technology standards; and
    • 315-405 KHz and 1700-1800 kHz for the utilization of telecommunication equipment/devices Short Range Device (SRD), especially for Wireless Power Transmission (WPT).
  2. Technical provisions for the operation of telecommunication tools and/or telecommunication devices of RLAN and SRD, especially WPT that work on the frequency bands 315-405 KHz, 1700-1800 kHz, and 5925-6425 MHz.
