SDPPI – DJID paperwork process sequences

In the previous article, we have talked about the paperwork process focusing on the document preparation, submission process and its lead time. In this article, we will talk about the sequences of the paperwork process in SDPPI – DJID certification process from 2016 until today. There will be some time frames to describe how the authority [SDPPI – DJID] handles the paperwork process for the telecommunication devices certification.

Time frame year 2016 to 2018

Before 2016, SDPPI only accepted the certification process via local testing process and at this time too there was only one test laboratory owned by the Ministry of Telecommunication and Informatics which was BBPPT [Balai Besar Pengujian Perangkat Telekomunikasi]. Over time, the number of incoming testing application was increased and causing some backlogs in BBPPT. At first, the queue got longer and the condition got worse when the official testing lead time extended. And finally, around November 2016, BBPPT issued an announcement letter stating some number of testing application could not be carried on and giving the recommendation to the testing applicant to provide the test reports for the evaluation document process at SDPPI. This is where the sequence of paperwork process began.

During this time frame 2016 to 2018, the paperwork process was just a situational policy that usually comes every end of year [around November to December]. During this time frame, there is no official announcement letter issued by SDPPI while the applicants were still doing the testing process for their certification process throughout the years.

On the other hand, during this time frame also there was some specific test report’s requirement from SDPPI. As long as the testing items are complete and the test reports has some international accreditation logo, the paperwork could go smoothly until getting the certificate.

In conclusion, the paperwork policy given by SDPPI in this time frame was to reduce BBPPT’s testing application load. So, this test lab could keep its official testing lead time.

Time frame year 2019

By late of 2018, there were many changes in the certification process in SDPPI, starting from the localized company applicants, EMC test obligation, and online submission process. At this time, there were also some new local test labs were assigned to conduct RF and EMC testing processes for the certification process which helped to reduce the testing load at BBPPT lab. Despite with such condition, SDPPI still gave the applicants to choose the paperwork process for some the smartphone, handheld computer and tablet computer that have cellular feature in the product, it was started when SDPPI through its Directorate General’s Decree no. 139 year 2019 was announced on April 15 2019. This Decree listed 121 foreign test labs which we can use these labs’ test reports for the certification process of Smartphone, Handheld and Tablet Computer products or we called it as HKT products.

After several month, SDPPI announced another decree no. 159 on July 19, 2019. This Decree listed 210 foreign test labs which we can use these labs’ test reports for the certification process of non-HKT products.

Both Decrees were valid only for 6 months and the test report’s requirement was still the same which the reports should have the completed test items and have the international accreditation logo in the test report’s cover page. The listed foreign test labs were from the previous years’ paperwork process record in SDPPI database.

Time frame year 2020

As described in the previous time frame, SDPPI announced the replacement Decree no. 30 on January 22 for the paperwork process of Non-HKT products. This Decree reduces the number of foreign test lab which SDPPI reviewed from the previous year’s paperwork process and this also only valid for 6 months. So, on July 23, SDPPI announced the updated Decree no. 124 that separated the lab list into 16 foreign labs for HKT products and 72 foreign labs for Non-HKT products. In this year’s paperwork process, there was new requirement for the applicant to provide the test report summary document.

Time frame year 2021 to 2023

On January 22, 2021, SDPPI announced the new Decree no. 11. Although this Decree was the same 6 months validity with the previous issued Decrees, it could be told that this one was the longest Decree to be used as the paperwork reference from 2021 to 2023. This Decree also updated the foreign lab list to 39 foreign labs for HKT products and 126 foreign labs for Non-HKT products.

The submission process through SDPPI portal was also updated where it listed the exact same lab and address information. So, we had to make sure the test reports that we will use must list the same lab’s name and address as the list.

Time frame year 2024

After 3 years waiting, on March 27, 2024. SDPPI eventually announced the new Directorate General’s Decree no. 109 to replace the previous one. The lab list was updated to 37 foreign labs for HKT products and 105 foreign labs for Non-HKT products, these lab list also updated the test lab’s address and their testing facility addresses and the testing scopes.

Time frame year 2025 – 2026

Before we explain you more in this latest time frame, in October 2024. SDPPI changed its directorate name to DJID. So, the new paperwork scheme was also updated. The new Ministry issued a Minister’s Decree no. 13 on January 15, 2025. This new Decree listed 103 foreign test lab for the paperwork process of all HKT and Non-HKT products and this one will valid until Dec 31,2026. The reason it doesn’t valid for 6 month, because starting 2027, DJID only accepts the paperwork process using the test reports from foreign labs whose countries have MRA relations with Indonesia.
