It is mentioned in chapter 5 from KOMINFO regulation No. 3 year 2024 “the certificate holder must affix/put on the labels on the telecommunication product or packaging that has been certified”. This official statement from the regulation is a clear information that after we obtain the certificate, we must adhere the labeling requirements from DJID.
As we already explain in our previous writing about the name change from SDPPI to DJID [https://www.dimulti.id/sdppi-now-changed-its-name-to-djid/], one for the essential DJID role is to oversee the telecommunication device in the market. This labeling obligation is closely related to the market surveillance process by DJID officers.
1. History of Labeling Requirements
This labeling process is not something new, we will explain the historical of labeling requirements based on the certification regulation from 2014 to present, Herewith the difference of label implementation from the certification regulation which were issued in 2014, 2018, 2024 that I summarize in the table below:
SDPPI/DJID labels | LABELING IMPLEMENTATION PERMEN KOMINFO 18/2014 | LABELING IMPLEMENTATION PERMEN KOMINFO 16/2018 | LABELING IMPLEMENTATION PERMEN KOMINFO 03/2024 [CURRENTLY VALID] |

2. Real Practice of Labeling
These labels are obtained when the certification process is completed in DJID website [https://sertifikasi.postel.go.id], the certificate holders who have the login information can download the labeling material files and they can simply affixing the labels to the products and packaging.
The labeling process can be done before the products are imported by the manufactures in the factory lines or it can be done after the products are imported, by meaning just before the distribution process, the products are usually stored in the warehouse, so in this place the certificate holder can put the label on.
The available options for labeling process are:
- laser printing[embossed or debossed]: using a laser printer, the label images can be printed to the product and its packaging.
- label sticker: using a printed sticker then just simply affixed or put it on the product and its packaging
- Digital label: it is also acceptable to use digital label on the products which have an active display to show the labels.
After the labels are put on to the products and its packaging, the certificate holder must report its labeling process by uploading the photos of the labeled products and its packaging to DJID website by some appointed staff who can login to this website.
3. Exemption and Sanctions
After knowing all label material files, I believe many of you are asking how about the products that do not come in a packaging like an automotive parts installed in a vehicle like a car keyless remote, body control module, head unit, tyre pressure monitoring system, and etc.
As the regulation only mentions the labeling requirements in general, there is no case where some products are exempted from the labeling requirements. This means the certificate holder still have to put DJID labels on the products even there is no packaging like the mentioned products before.
As the labeling and labeling report are mandatory, there is an administrative sanction if the certificate holders do not label and report the labeling to DJID where they cannot apply DJID certification process for 6 month.
