Indonesia and South Korea settle MRA (Mutual Recognition Agreement)

Nowadays, getting DJID certificate using the paperwork method is still preferable for some applicants. With this process, not only the lead time is much faster, but it also comes with more simple process. The applicant doesn’t need to be bothered from preparing the test samples.

As we previously have explained about the paperwork sequences from time to time in this article, now we will explain you again more focusing on the latest paperwork sequence that will about to be fully implemented soon the beginning of 2026.

We have seen from DJID official announcement in its official website that Indonesia already settled and implemented Mutual Recognition Arrangement (MRA) with South Korea on May 27, 2025 for the telecommunication device testing laboratory field. This means DJID (Direktorat Jenderal Infrastruktur Digital) can accept the test reports from any registered test lab from South Korea and vice versa KATS (Korean Agency Technology and Standards) also can accept the test reports from Indonesian test lab.

So, in this article. We will inform you what is the important information due to this updated information from the Mutual Recognition Arrangement between Indonesia and South Korea.

1. Will this Mutual Recognition Arrangement (MRA) revoke the current paperwork process?

I believe many company applicants or even foreign manufacturing has been questioning about it when they found this information from DJID website. Please let us remind you again that recently DJID is also still implementing the paperwork process until 31 December 2026 based on the Decree of Ministry of Communication and Digitals number 13, year 2025. So, the current paperwork scheme using the test reports from the listed test lab in this regulation can still be done until December 31, 2025. At the same time during this paperwork period, the paperwork under Mutual Recognition Arrangement (MRA) scheme which has also been implemented starting May 27, 2025.

2. Is there any different between the current paperwork scheme and MRA paperwork scheme?

Seeing from the process and lead time, there is no different between these two schemes. However, seeing from the test report files, it is obviously clear that MRA paperwork scheme can only use the test report from South Korea.

3. Is there any lab list for MRA paperwork scheme?

Yes, since DJID officially announced this MRA information until today, we found there are four South Korean test labs have been listed and we suppose the test lab will be added soon. The listed test labs are:

Nemko Korea Co., Ltd. (Lab ID: KOR-001)

Address: 165-51, Yurim-ro, Cheoin-gu, Yongin-si, Gyeonggi-do, 17042, Rep. of Korea

Scope: Covers various ministerial decrees and director-general regulations related to telecommunication devices, including unmanned aircraft, low power wide area networks, short-range devices, radio local area networks, and wireless power transmission.

Validity Period: May 27, 2025, to May 26, 2027

Dt&C Co.Ltd. (Lab ID: KOR-002)

Address: 42, Yurim-ro, 154beon-gil, Cheoingu, Yongin-si, Gyeonggi do, 17042, Republic of Korea

Testing Location: Gyeonggi Yongin

Scope: Covers similar regulations as KOR-001, with additional coverage for cellular mobile telecommunication devices based on Long Term Evolution and International Mobile Telecommunications-2020 standards.

Validity Period: May 27, 2025, to May 26, 2027

Korea Testing Laboratory (Lab ID: KOR-003)

Address: 87, Digital-ro 26-gil, Guro-gu, Seoul, 08389, Republic of Korea

Testing Locations: Gyeonggi Ansan (Sa-dong)

Scope: Covers technical requirements for cellular mobile telecommunication devices (below 12.75 GHz, excluding certain appendices) based on SDPPI regulations and ministerial decrees for various telecommunication devices.

Validity Period: June 18, 2025, to June 17, 2027

Eurofins KCTL Co.Ltd. (Lab ID: KOR-004)

Address: 65, Sinwon-ro, Yeongtong-gu, Suwon-si, Gyeonggido, 16677, Rep. of Korea

Testing Locations: Suwon (RF and EMC testing), Hwaseong (EMC testing), Yongin (EMC and Electrical Safety testing)

Scope: Covers SDPPI regulations and ministerial decrees for cellular mobile telecommunication devices, unmanned aircraft telecommunication devices, low power wide area networks, short-range devices, radio local area networks, and wireless power transmission.

Validity Period: June 18, 2025, to June 17, 2027.
