Simplification of Telecommunication Device Certification for Cellular Phone, Handheld Computer, and Computer Tablet through Declaration of Conformity

A few times ago, you might be wondering about the issue about the simplification of telecommunication device certification for the cellular phone, handheld computer, and computer tablet products. And now, since this issue is already confirmed by SDPPI, we post it in here to let you know the detail of it.

Seeing the dynamicity and rapid development of cellular phone, handheld computer, and computer tablet product in Indonesia, apparently faster and simpler certification process is really needed. And one of the ways to do it is by applying declaration of conformity scheme in the paperwork process which becomes the basic reference in issuing the certificate.

In many countries, the scheme of conformity declaration has been applied under ISO/IEC 17050 for products with relatively lower risk such as ISM band short range and Low Power Device, and Computer. And now, it’s the turn for Indonesia to apply this declaration of conformity scheme for computer cellular phone, handheld computer, and computer tablet products.

This regulation has been signed by Indonesian Ministry of Communication, and can be used by both Global Brand, and non-Global Brand holder with the following state of law:

1. Brand holder with legal domicile inside the territory of Republic of Indonesia;
2. Legal entities in the Republic of Indonesia territory which is designated as representative or authorized distributor by the Brand Holder which domiciles outside the Republic of Indonesia territory; or
3. Legal entities in the Republic of Indonesia who manufacture telecommunications device for brand holders which domiciles outside the Republic of Indonesia territory.

So in this case, both Global and non-Global brand holders are able apply for certification by submitting declaration of conformity with the test results from laboratories with international reputation which are recognized by the Global Certification Forum (GCF) and the Cellular Telephone Industries Association (CTIA). Or, brand holder can use the test results from other accredited laboratories that have been approved by Director General SDPPI.

In addition, to develop the growth of domestic product, national manufacturers which have their own testing facilities can also apply for the certification through the declaration of conformity scheme using the test results issued by their own test facility even if these facilities have not been accredited after being supervised by Director General of SDPPI.

Applying for this Certification through declaration of conformity can be done by enclosing the following documents:

1. Declaration of conformity latter based on the SNI ISO/IEC 17050
2. Test report
3. Copy of:
   1. Declaration of Conformity consignee ID card
   2. Official letter from the authority that lists the International Mobile Equipment Identity (IMEI) for GSM, or Mobile Equipment Identifier (MEID) for CDMA; and/or
   3. TKDN certificate from the Ministry of Industry for Long Term Evolution-based device.

Supervision to the products which will be certified by using this Declaration of Conformity line will be done through “Post Market Surveillance”. Certificate holders who can’t pass the Post Market Surveillance two times for two different models/types will not be able to apply with this declaration of conformity line anymore. Besides, the certificate holder will get penalty based on the applicable law.
