Directorate General Decree Number 107 Year 2020 Issuance; New List of Recognized Foreign Testing House for HKT Product in Indonesia

Hope this announcement finds you in good health.

On Sunday, April 26th 2020, SDPPI issued an official announcement about the issuance of Directorate General Decree Number 107 Year 2020 (KEPDIRJEN SDPPI Nomor 107 TAHUN 2020).

This decree was issued as follow up of the previous Decree number 197 Year 2019 that was expired on April 14th 2020. Still concerning about the same topic, which is “Foreign test house recognition for Handheld Computer, tablet, and mobile phone (HKT) products”, is there any significant update?

Looking inside the content, there are 9 dictum explained on this decree as listed below.

FIRST: SDPPI determined the Recognition of Foreign Test House for Cellular Telephone Telecommunications Devices (mobile phone), Handheld Computers, and Tablet, as listed in the Appendix, which is an integral part of this Directorate General Decree.

SECOND: Recognition of the Foreign Test House as referred in the FIRST Dictum to conduct tests on Cellular Telephone Telecommunications Devices (mobile phone), Handheld Computers, and Tablet is evidenced by test report.

THIRD: Foreign Test House recognition as referred in the FIRST Dictum is based on following criteria:

  • has the ability to test telecommunication tools and / or equipment in accordance with the technical requirements set in Indonesia or equivalent;
  • has an accreditation certificate as a test house based on ISO / IEC 17025; and
  • registered as a member of the Global Certification Forum (GCF) and / or Cellular Telecommunication and Internet Association (CTIA).

FOURTH: The Test Report issued by the Overseas Test Office that has been recognized as referred in the FIRST Dictum can be used as application fulfillment for certification of Cellular Telephone Telecommunications Devices (mobile phone), Handheld Computers, and Tablet.

FIFTH: In order to verify the Test Report, Overseas Test house that has been recognized as referred to in the FIRST Dictum must appoint a person in charge.

SIXTH: The appointment of the person in charge as referred in the FOURTH Dictum at least states:

  • name of the person in charge;
  • phone number; and
  • email address.

SEVENTH: For certification application submission of Cellular Telecommunications Telecommunications Devices (mobile phone), Handheld Computers, and Tablet, each Test Result Report must include a summary containing reference page information of the Test Result and information about Indonesian technical requirement that becomes the reference of testing.

EIGHTH: When this Director General Decree comes into force:

  • Director General of Resources and Equipment of Post and Information Technology Decree Number 183 Year 2019 concerning Recognition of Foreign Test Houses for Telecommunications Equipment for Cellular Phones, Handheld Computers, and Tablet; and
  • Director General of Resources and Equipment of Post and Information Technology Decree Number 197 of 2019 concerning Amendment to the Director General of Resources and Equipment of Post and Information Technology Decree Number 183 Year 2019 concerning Recognition of Overseas Test Offices for Telecommunication Equipment for Cellular Telephone, Handheld Computers, and Tablet, are revoked and declared invalid.

NINTH: This Director General Decree shall come into force on April 15, 2020, and valid until July 21, 2020.

As reference, below is the original Directorate General Decree Number 107 Year 2020 file. List of recognized foreign test lab for Cellular Telephone Telecommunications Devices (mobile phone), Handheld Computers, and Tablet products can be found on page 6 and 7 of the regulation. And apparently, SDPPI has shrunk down the list from previously 45 International testing houses to be 33 test house now. Please check the detail in the attached regulation.
