KEPMEN KOMDIGI NO 45 TAHUN 2025 is a new release from Indonesia’s Directorate General of Digital Infrastructure (DJID) that may attract your attentions. This regulation specifically talks about one of the most-used communication technologies, the 2G and 3G. So, considering how important these technologies are, that this new regulation could be the steppingstone of our future mobile cellular communications, which is why we need to pay attention to it.
On February 18th, 2025, DJID issued a new regulation called Decree of Minister of Communication and Digital Affairs of the Republic of Indonesia Number 45 of 2025 or locally known as KEPMEN KOMDIGI NO 45 TAHUN 2025. As mentioned earlier, this new Ministerial decree is about technical standard of mobile telecommunication equipment according to global system for mobile communications (2G) and international mobile telecommunications-2000 (3G) standards. Below is the explanation of each technology standards.
Global System for Mobile communications (GSM) in KEPMEN KOMDIGI NO 45 TAHUN 2025
Global System for Mobile communications is commonly known as GSM. This is a mobile telecommunication standard consists of second generation digital cellular networks or 2G that was firstly introduced in 1991. Currently, GSM in Indonesia is regulated by PERDIRJEN SDPPI NO 5 Tahun 2019, with allocated frequency in 900 MHz and 1800 MHz. Although some neighboring countries such as Australia and Singapore have started to disable GSM networks, apparently this network will still be used in Indonesia. That’s why the new regulation for this technology is issued with some additional allocations.

Technical standards for base stations mobile telecommunication equipment according to global system for mobile communications technology
Base Stations equipment according to Global System for Mobile Communications Technology, hereinafter referred to as BS GSM, are mobile cellular telecommunication equipment that function to provide connectivity, management, and control of subscriber stations according to radio access technology for the Global System for Mobile Communications network. Repeater according to the Global System for Mobile Communications Technology Standard, hereinafter referred to as the GSM Repeater, is a mobile cellular telecommunications device that functions to receive and amplify data signals, installed at specific points within a Global System for Mobile Communications network.

International Mobile Telecommunications-2000 in KEPMEN KOMDIGI NO 45 TAHUN 2025
Besides GSM, the new KEPMEN KOMDIGI NO 45 TAHUN 2025 also regulates International Mobile Telecommunications-2000 or IMT-2000. This is the third generations of wireless communication standard (3G) defined by International Telecommunications Union. Currently, 3G standard according to WCDMA/UMTS network system is regulated by PERDIRJEN SDPPI NO 5 Tahun 2019 with allocated frequency in 2100 MHz (Band 1) and 900 MHz (Band 8).
Just like GSM, UMTS/WCDMA technology are also approaching to its shutdown time in some countries. While for the case of Indonesia, we still don’t know what the direction is, whether the authority will completely shut down UMTS/WCDMA in 2100 MHz (Band 1) and 900 MHz (Band 8) or not. But for sure, in the new 2G and 3G regulation, the authority has added new 3G standard for IMT-2000 in 2100 MHz (Band 1) and 900 MHz (Band 8). For IMT-2000 in KEPMEN KOMDIGI NO 45 TAHUN 2025, it’s also divided into three parts which represent each type of mobile cellular telecommunication device. Enforcement date of KEPMEN KOMDIGI NO 45 TAHUN 2025
According to the sixth dictum, this regulation will be enforced six months after the stipulation date. The stipulation date is February 18th, 2025. This means that August 18th, 2025, will be the enforcement date of KEPMEN KOMDIGI NO 45 TAHUN 2025. Moreover, we couldn’t see any clause that states this Ministerial Decree withdraws the previous 2G and 3G standard (PERDIRJEN SDPPI NO 5 TAHUN 2019). However, according to common practice in DJID, usually they will issue separated regulation to withdraw the previous 2G and 3G regulation.
