Abolition of Module Certification in SDPPI

Greetings! Hope this announcements finds you well.

With the application of new regulation Number 7 year 2018 (PM Kominfo No 7 Tahun 2018) about Electronically Integrated Business Licensing, it brings several significant changes on telecommunication equipment certification practice in Indonesia. You may have noticed some of these changes as they’ve been posted in our previous articles. But, these are not all. SDPPI is still planning to issue another regulation about telecommunication equipment certification. If the newly applied regulation Number 7 year 2018 mostly regulates general rule on telecommunication practice in Indonesia and only talk narrowly about telecommunication equipment certification, this upcoming regulation is aimed to be the replacement of current Communication and Information Ministry Regulation number 18 year 2014 that specifically regulates Telecommunication Equipment Certification in a broader sense.

Based on source from the inside of SDPPI, the draft of this regulation has been finished. It’s still under ministry review now, and all it needs is just minister’s signature and stamp, before it will be actually applied. However, even though the regulation hasn’t been applied yet, some rules inside it have been applied, or at least are prepared to be applied. Some of them is the Abolition of Module Certification and the obligation of doing EMC testing for some technologies, which will be posted in separate article.

Lately, after we receiving information about EMC test obligation for some technologies, we did research to two government’s Labs that are authorized to do in-country EMC testing. From this research, we found out that one Lab stated they don’t do EMC testing on module product, only on end product. While on the other Lab, indeed, they do EMC testing on module product, in one condition: the module can operate normally without testing software during the test, which is tricky to set a condition like this. So, we reached SDPPI officer to confirm whether or not EMC testing is required to do on module product. And based on his confirmation, indeed, it’s so difficult to do EMC test on module, and shockingly, he also confirmed that module certification is no longer accepted, and telecommunication certification nowadays is only subjected to end product. 

Regarding to this new provision, we’re sorry that your request and inquiry about module certification can’t be proceeded. If client insists to do keep doing certification on their module product, please please lead them to directly certify the end product instead of certifying the module. Changes on Telecommunication Equipment Certification Process in SDPPI

As informed before, SDPPI just applied new regulation on telecommunication equipment certification, which is Communication and Informatics Ministry Regulation Number 7 year of 2018 (PM Kominfo No 7 Tahun 2018) about Electronically Integrated Business Licensing. In this new regulation, there are several major changes especially on the certification process. Below we inform you the changes that will affect on upcoming certification process.

1. Applicant

In regard to applicant, it’s already confirmed on Communication and Informatics Ministry Regulation Number 7 year of 2018 that the applicant have to be local company. Local company here can be defined as manufacturer, local distributor, local importer, or local representative of the company that’s officially registered in Indonesia. It’s stated in the section 59 about what it’s meant by applicant. They are:

a. Brand owner that is legally incorporated in Indonesia;
b. Indonesian business entity that’s designated as an authorized representative or distributor by foreign brand owner;
c. Indonesian legal entity that manufactures Telecommunication Equipment for brand owners domiciled outside the territory of the Republic of Indonesia;
d. Individuals or business entities that make, compile, and combine components of Telecommunication Equipment, so that they can function as Telecommunication Tools and / or Equipment.

Indeed, point 4 is not specifically mention company status, whether it is Indonesian company or foreign company. But still, due to the point 2 below, applicant needs to be local company.

2. Application Submission

Previously, submitting document application for the purpose of telecommunication equipment certification can be done through SDPPI website by logging in with applicant’s user account. But now, all licensing services, including telecommunication equipment certification, have been moved to Online Single Submission (OSS) system of Republic Indonesia. This system can be accessed by inputting applicant’s NIB number (Business License Number) and password. For your information, each company will have 1 NIB number, and this NIB is only applicable for local company, which why applicant needs to be local company only.

3. Certificate Validity

In the new regulation Number 7 year of 2018 section 70, it’s stated that:

a. Every telecommunication device that is manufactured, assembled, imported, traded or used in the territory of the Republic of Indonesia, it must be certified.
b. Telecommunications equipment that is still made, assembled, or imported to be traded in the territory of the Republic of Indonesia after 3 (three) years of certificate issuance date, it must be re-certified.

Referring to the regulation above and to SDPPI confirmation, it’s confirmed that there will be no renewal process. But, if after three years of certificate issuance the product is still manufactured, assembled, or imported, or traded in the territory of Republic of Indonesia, applicant needs to re-certify the product again. This re-certification process will be counted as new application, so the certificate number issued after re-certification process will be different with the first certificate number issued.

4. Certification Scheme
Due to the application of new certification system, the certification scheme is also changed. If in the past the flow of certification process is: “Submitting application documents and getting testing reference letter in SDPPI Headquarter >> do pretest and official test in SDPPI Lab >> evaluating test result and issuing certificate in SDPPI Headquarter>>Certificate issuance”, in the new certification scheme it will be different. Simple analogy for this new scheme is: “Proceed testing in SDPPI-accredited test Lab (Could be in-country SDPPI-accredited test lab or foreign SDPPI-accredited test Lab) to get the test report>>Submitting test report and application documents to SDPPI headquarter for evaluation >>Certificate issuance”.

New Telecommunication Equipment Certification Regulation is Applied in Indonesia

Within the past few months, there’s a rumor’s going on regarding to the new telecommunication equipment certification regulation that will be applied by Indonesian SDPPI. The draft of this new regulation has been issued too for the purpose of public hearing. But, there’s never been any confirmation about the actual target or estimate of when the new regulation will be actually applied.

And late last week, Friday August 10th 2018, through SDPPI official announcement with series number 1272/SP.04.03/P/08/2018, it’s confirmed that the new regulation, which is Communication and Informatics Ministry Regulation Number 7 year of 2018 (PM Kominfo No 7 Tahun 2018) about Electronically Integrated Business Licensing is officially applied. Below is the screenshot of SDPPI official announcements.

With the application of this new telecommunication equipment certification regulation, SDPPI also announced that the previous certification procedures that refer to PM Kominfo No 18 Tahun 2014 about Telecommunication Equipment Certification, PM Kominfo No 1 Tahun 2015 about Revision on Telecommunication Equipment Certification, and PM Kominfo No 23 Tahun 2016 about Telecommunication Equipment Certification on Mobile Phone, Handheld Computer, and Tablet, are officially revoked.

As a result of this revocation, new certification schemes is applied. There’s still no further confirmation on how the new certification schemes look like, but, SDPPI services and data center have been moved. If previously we can access telecommunication equipment certification data and services in SDPPI portal, which is https://sertifikasi.postel.go.id/, now this portal have been moved to newly-launched Indonesian Online Single Submission (OSS) system which can be accessed in https://oss.go.id. As mentioned, there’s still no confirmation or official announcement regarding to the detail of new certification scheme. And there’s still no further confirmation on what will happen to the previous certificates that are already issued and to on-going applications as well, whether or not they are still valid.

Moreover, we’re sorry to announce that there will be a possibility of delay on the applications that are ready to submit or the applications that have been submitted on or after August 8th 2018. We hope this delay won’t last long, until we find out the detail of new applicable certification scheme. And at this stage, we keep gaining as much detailed information as we can, and update you again about the new certification schemes soon.

Abolishment of SP3 Testing Reference Letter in SDPPI

As you probably have heard, SDPPI is about to apply new regulation regarding to the telecommunication equipment certification process. So far, there’s still no official news of when this regulation is going to be applied. However, considering several changes that’s applied currently, it seems like the new regulation is about to be issued soon.

Just few days after SDPPI enforced new application documents requirement (Payment Agreement Letter), another policy was issued through SDPPI official announcement with series number 1219/SP.04.03/P/07/2018. This announcement was issued on Wednesday, August 8th 2018, and talks about the abolishment of SP3 Testing Reference Letter. Below is the scan of official announcement in SDPPI website.

Abolishment of SP3 Testing Reference Letter

Due to the application of new regulation PP No. 24 Tahun 2018 about Electronically Integrated Business Licensing Services, and SDPPI plan to officially apply new Communication and Information Ministry Regulation about  Service Licensing and Operational Provisions of Communication Equipment Certification, in which these regulations will revise the current Communication and Information Ministry Regulation number 18 Tahun 2014 about Telecommunication Equipment Certification, it’s declared that after the official issuance of those regulations, SP3 Testing Reference Letter will not be valid anymore.

While there’s still no official information about when the new regulations will be applied, the abolishment process of SP3 Testing Reference Letter has been started. As we see from the applications that we applied since August 8th 2018 (the date of this announcement issuance), SP3 Testing Reference Letter of these applications are still not issued until now. Commonly, this testing reference letter could be issued within 1 or 2 days after documents submission. And based on our source within SDPPI, these SP3 Letter hare not issued because the abolishment process has been started.

Unfortunately, this Testing Reference Letter abolishment has been started when there’s still no socialization or guidance given, especially on on how the new system will be and what to do to on going application that’s still not getting SP3 Testing Reference Letter. Therefore, at this stage, we’re still gaining as much information as we can to adapt to the new system, and find the strategic way to continue our on going projects.

Regarding to this, we’re sorry to inform you that there will be possibility of delay for all applications that are already submitted since August 8th 2018, or the applications that are ready but haven’t been submitted yet. SDPPI News: New Policy on Paperwork Process through Module Certificate and New Application Documents Requirement

Hope this announcement finds you well.

We’re writing here due to the new official announcement issued by SDPPI just some time ago. There are 2 official announcements issued, concerning about paperwork certification through existing SDPPI module certificate and new document requirement.

First of, it is about paperwork certification through existing SDPPI module certificate (Visit this link for the official announcement). As we know, on September 14th 2017, SDPPI issued a policy stating that they allow paperwork application for end product that has SDPPI-certified RF module inside. But, apparently, there is possibility for this policy to be abused as explained below.

Currently, SDPPI found some applications, especially for handphone, handheld computer, and tablet products with 4G feature in it, which are proposed by using paperwork scheme by referring to existing SDPPI module certificate. This paperwork scheme is apparently chosen to avoid TKDN (Local Component Level) requirements (as we know, handphone, handheld computer, and tablet product with 4G feature in it is mandatory to fulfill TKDN). As a result of this act, there is possibility for these handphone, handheld computer, and tablet products that have 4G features are able to pass SDPPI certification process without fulfilling TKDN requirements.

To anticipate this thing to happen, SDPPI through its Standardization Director’s official announcement with the number 1116/SP.04.03/P/07/2018, issued another policy that starting from the issuance of this announcement, documents evaluation through existing modular certificate is not applicable for handphone, handheld computer, and tablet anymore. Therefore, for these kinds of products, applicable certification ways are by doing regular application with testing or through paperwork by using SDoC (Declaration of Conformity) scheme only.

Second announcement is about new documents requirement that is mandatory to be enclosed along with other application documents (Visit this link for the official announcement). This document is “Payment Agreement Letter”, which will be provided by our project handlers after you send us inquiries.

The background of this new policy is related to the application of new new regulation PP No. 24 Tahun 2018 about Electronically Integrated Business Licensing Services, and SDPPI plan to apply new regulation about Communication Equipment Certification Operational Provisions which will revise the current Communication and Information Ministry number 18 2014 about Telecommunication Equipment Certification.

With the application of these two new regulations, SDPPI asks for agreement letter to state that applicant is agree to pay additional fee if there is deviation occurred between nominal mentioned on the Payment Notification Letter (SP2) issued under Communication and Information Ministry number 18 2014, with the Payment Notification Letter issued under the new regulations mentioned above.

Another background of this “Payment Agreement Letter” is the fact that currently SDPPI issued additional Payment Notification Letter (SP2) for several applicants who did paperwork process in 2015. Back on that time, there was a mistake in calculating certification cost, causing the nominal mentioned on the Payment Notification Letter was different to the actual nominal that should be paid based on the regulation. Regarding to this matter, additional SP2 was issued for some applicants to charge the insufficient payment. But in real case, many applicants denied to pay this insufficient payment since they have paid the full payment that was charged back on 2015.

Aprroval test standard for WLAN (802.11abgn) – New regulation

Approval test standard for WLAN (802.11agbn) is changed, Old regulation related to 802.11 protocol such as:

  • Regulation No. 233/DIRJEN/2010 About tecnical requirements for broadband wireless access (BWA) band 5,8GHz
  • Regulation No. 268/DIRJEN/1998 about technical requirements for Radio Wireless Local Area Network (outdoor) and
  • Regulation No.058/DIRJEN/1998 about technical requirement for Wireless Local Area Network (LAN)

All of regulations above, replaced by new regulation no 28/PERMEN/2015 already, So it  would be any modification for WLAN frequency for 2,4 GHz and 5GHz rules like below :

#Frequency range :

2,4GHz => 2400MHz – 2483,5MHZ (Lower limit – upper limit), channel 1 to max channel   13
5GHz => 5725MHz – 5825MHz (lower limit – upper limit), channel 149 to max channel 161
Max bandwidth  20MHz for 2,4 and 5GHz
Max output power 100mW / 20dBm
