This new regulation talks specifically about technical standard of Radio Local Area Network (RLAN) in Indonesia. As we know, previously Indonesia only has the technical standard of Wireless Local Area Network (WLAN), which is regulated by <a href=\"https:\/\/www.dimulti.id\/wp-content\/uploads\/2019\/12\/WLAN-Regulation-PERDIRJEN-SDPPI-NOMOR-2-TAHUN-2019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">PERDIRJEN SDPPI NO 02 TAHUN 2019<\/a>. And in this regulation, the allowable WLAN bands are still limited to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>2400 &#8211; 2483.5 MHz (For Indoor and Outdoor Use)<\/li>\n\n\n\n<li>5150 &#8211; 5250 MHz (For Indoor Use Only)<\/li>\n\n\n\n<li>5250 &#8211; 5350 MHz (For Indoor Use Only)<\/li>\n\n\n\n<li>5725 &#8211; 5825 MHz (For Indoor and Outdoor Use)<\/li>\n<\/ul>\n\n\n\n<p>With the advancement of WLAN or RLAN technology, the allocations mentioned above are not enough. We need even wider allocations to give a room for new technology to evolve. That&#8217;s why this January, KOMDIGI published the new regulation called &#8220;KEPMEN KOMDIGI NO 12 TAHUN 2025&#8221; concerning about &#8220;Radio Frequency Spectrum Based on Class License and Technical Standards of Telecommunication Tools And\/or Telecommunication Devices for Radio Local Area Networks&#8221;. So, the question is: do we have something new from this ministerial decree? Let&#8217;s find out!<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">UPDATES FROM KEPMEN KOMDIGI NO 12 TAHUN 2025<\/h2>\n\n\n\n<p>After checking the new KEPMEN KOMDIGI NO 12 TAHUN 2025, there are some interesting updates from this new regulation. The first and most notable one is the frequency allocation. The most notable one is more frequency bands added into RLAN allocation. Obviously, with the new allocation within 5925 &#8211; 6425 MHz, this means that Wi-Fi 6E\/7 technology now has a chance to be used in Indonesia. The answer is no. Inside of KEPMEN KOMDIGI NO 12 TAHUN 2025, there is no clause saying that this regulation withdraws the previous WLAN regulation (PERDIRJEN SDPPI NO 02 TAHUN 2019). Therefore, the status of previous WLAN regulation is currently still active. Usually, to avoid the overlapping regulation, DJID will issue another regulation to withdraw PERDIRJEN SDPPI NO 02 TAHUN 2019 soon.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Validity Period of KEPMEN KOMDIGI NO 12 TAHUN 2025<\/h3>\n\n\n\n<p>Thirteenth dictum of KEPMEN KOMDIGI NO 12 TAHUN 2025 stated that this regulation shall come into force right at the date of stipulation. And the stipulation date is <strong>January 15th, 2025<\/strong>. Therefore, this regulation has been valid since January 15th, 2025. Then, how about the test reports for WLAN device obtained under PERDIRJEN SDPPI NO 02 TAHUN 2019, can it still be used for telecommunication device certification? The answer is yes. It is explained on the dictum Twelve, which says:<\/p>\n\n\n\n<p>The technical standards of wireless local area network telecommunication devices (PERDIRJEN SDPPI NO 02 TAHUN 2019) <strong><em>can still be used for testing radio local area network telecommunication tools and\/or telecommunication devices operating on the radio frequency spectrum as referred to in Dictum FIRST letters a to d (2400 &#8211; 2483.5 MHz, 5150 &#8211; 5250 MHz, 5250 &#8211; 5350 MHz, and 5725 &#8211; 5825 MHz) for a maximum of 6 (six) months since this Ministerial Decree is stipulated<\/em><\/strong>. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Implication of KEPMEN KOMDIGI NO 12 TAHUN 2025<\/h3>\n\n\n\n<p>Regarding the implication of KEPMEN KOMDIGI NO 12 TAHUN 2025, it was explained by DJID during their webinar event held on Friday, February 21st, 2025. Some notes about the implication of this regulations are:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>WLAN test reports based on PERDIRJEN SDPPI NO 02 TAHUN 2019 (Previous WLAN Regulation) which were already issued before January 15th, 2025, are still acceptable to be submitted until July 15th, 2025.\n<ul class=\"wp-block-list\">\n<li>Note: If test report is based on PERDIRJEN SDPPI NO 02 TAHUN 2019, certificate will also mention this regulation as testing reference, not KEPMEN KOMDIGI NO 12 TAHUN 2025<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Staring from January 15th, 2025, WLAN\/RLAN testing in local laboratories must use KEPMEN KOMDIGI NO 12 TAHUN 2025 (New RLAN regulation) as testing reference.<\/li>\n\n\n\n<li>For those who already did WLAN\/RLAN testing after January 15th, 2025, but still using PERDIRJEN SDPPI NO 02 TAHUN 2019 (Previous WLAN Regulation) as testing reference, the test report is still acceptable. But applicant must do additional testing to test the missing test parameters (test parameters mentioned on KEPMEN KOMDIGI NO 12 TAHUN 2025 but still not covered by PERDIRJEN SDPPI NO 02 TAHUN 2019.<\/li>\n\n\n\n<li>Particularly for RLAN 6 GHz, within one year from the issuance of KEPMEN KOMDIGI NO 12 TAHUN 2025 (From January 15th, 2025, until January 15th, 2026), it can only be tested in BBPPT Lab.
