Just Last week, Indonesian Directorate General of Resources and Equipment of Post and Information Technology (SDPPI) launched a public consultation in their website. This public consultation is aimed to get feedback from the public regarding new regulation draft of short range device telecommunication equipment.
As we know, few months ago SDPPI has issued new regulation called PERMEN KOMINFO NO 2 TAHUN 2023. This regulation concerns about the Use of Radio Frequency Spectrum Based on Class Permits. Here, we can see the list frequency bands and technologies that are allowed to be used based on class class permit. However, it is not explained in detail about technical requirements. And from these frequency bands listed in PERMEN KOMINFO NO 2 TAHUN 2023, there is one category called Short Range Device.
Short Range Devices refer to wireless communication devices designed for communication over relatively short distances with low transmission power. With this characteristic, it is rare for SRD products to cause any interference to the neighboring frequencies. Commonly SRD operates on specific frequency bands and are commonly used in applications like radio-controlled toys, wireless microphones, wireless headsets, automovie components, medical devices, and industrial automation systems. The proliferation of SRD technology has revolutionized many industries, enabled seamless data exchange, and enhanced operational efficiency. That’s why it is important for SDPPI to update SRD regulation so it can catch up with the fast moving SRD industry.

Back to PERMEN KOMINFO NO 2 TAHUN 2023, here we can see several new allocations for Short Range Device which can not be found in the current SRD regulation. Some of them are Ultra-Wide Band (UWB), Cordless Telephone, Wireless Power Transmission and Intelligent Transport System. However, each of these technologies are not explained in details, so we don’t know the allocation only by seeing PERMEN KOMINFO NO 2 TAHUN 2023. Therefore, besides issuing PERMEN KOMINFO NO 2 TAHUN, SDPPI also issued a technical regulation draft of short range device, which will explain more about SRD allocation in details. Once this draft starts to be valid, it will replace the current PERDIRJEN SDPPI NO 161 TAHUN 2019.

Some important points from this regulations drafts are:
- Technical Standards for Short Range Devices Telecommunications Equipment that must be met by each Short Range Devices telecommunications equipment made, assembled, imported for trading in the territory of the Unitary State of the Republic of Indonesia, listed in the Attachment to the Ministerial Decree;
- Short Range Telecommunications Devices in this Ministerial Decree include:
- Bluetooth;
- Near Field Communication (NFC);
- Radio Frequency Identification (RFID);
- Low Rate Wireless Personal Area Network (LR-WPAN) IEEE 802.15.4;
- Cordless Telephones;
- Wireless Power Transmission;
- Intelligent Transport System;
- Ultra Wide Band (UWB);
- Devices with Emitting Power Below 10 mW;
- Other SRDs.
- Policy on Short Range Devices Telecommunications Equipment that have received a test report before this Ministerial Decree comes into effect may still be submitted for the certification process for telecommunications equipment and/or telecommunications equipment as long as the test results do not conflict with this Ministerial Decree. ; And
- This Ministerial Decree is planned to revoke:
- Regulation of the Director General of Resources and Equipment of Post and Information Technology Number 161 of 2019 concerning Technical Requirements for Short Range Devices Telecommunication Tools and Equipment;
- Regulation of the Director General of Post and Telecommunications Number 44/DIRJEN/2006 of 2006 concerning Technical Requirements for Cordless Telephone Tools and Equipment;
- Regulation of the Director General of Resources and Equipment of Post and Information Technology Number 3 of 2020 concerning Technical Requirements for Automotive Short Range Radar System Telecommunication Tools and/or Equipment; And
- Regulation of the Director General of Resources and Equipment of Post and Information Technology Number 4 of 2019 concerning Technical Requirements for Dedicated Short Range Communication Telecommunication Tools and/or Equipment.
